A ‘green-space-first’ neighbourhood proposed by Bloor Homes South West in Warmley could open up around 30 hectares of open space to the public for the first time. A public consultation will get underway in mid-May.
The proposals would see the majority of the site – the equivalent of approximately 42 football pitches – transformed into accessible open space. Currently in private ownership, this land would include new nature corridors, green walking and cycling routes, and a significant extension to Warmley Forest Park.
The remaining part of the site would deliver up to 950 new homes, including affordable and age-friendly housing, alongside a new local centre with shops, a café, workspace, nursery and sustainable transport hub. Development is expected to begin in Spring 2029, with the final home completed Winter 2039.

For centuries, this land has been under private ownership. Now, there is an opportunity for new public open space accessible to everyone for the first time. The development is shaped by the landscape and designed to deliver long-term benefits, from the significant extension of Warmley Forest Park to community facilities and workspace available to everyone.

The site’s natural features shape the emerging masterplan, including Siston Brook, mature trees and existing hedgerows. This approach would create a connected landscape of habitats and open spaces, from wetlands and woodlands to wildflower meadows and wide green corridors. These features would help manage rainfall, support wildlife and create a landscape character that feels local, not generic.
As well as meeting local housing needs, the scheme would unlock substantial investment in the community. Through developer contributions, Bloor Homes will help fund improvements to schools, healthcare, public transport, and walking and cycling infrastructure.
Ahead of submitting an outline planning application in Summer 2025, Bloor Homes has launched a public consultation to help shape the proposals. Local people are being invited to give their views on how the green space should be used, which community features are most needed, and how the development can fit into Warmley’s future.
Bloor Home already own, or by virtue of existing contracts will own, the whole site at the point of delivery. This means that Bloor Homes will retain full responsibility for delivering new homes, public open space, local facilities and infrastructure funding, meaning the conversations taking place during consultation can directly influence how the neighbourhood evolves.
The site is located to the north of Warmley, bounded by the A420, Webbs Heath, and Goose Green. It is being considered for allocation in South Gloucestershire Council’s emerging Local Plan, which sets out a long-term vision for sustainable growth in the East Fringe.
